The project aims to contribute to a transition, in Västerås and in the rest of Sweden, new reimbursement models for elderly care that promotes and enables the introduction of different types of innovations. This will be of benefit to users and patients, staff and health care providers , local government budget and operations as well as innovators.The project will be managed by the City of Västerås who has extensive experience in ordering/ procuring elderly care, working with national quality registers and implementing innovations in elderly care. Expertise in health economics is supplied through the research and development Company IVBAR with extensive experience in value-based reimbursement models in health care and Medical Management Center at the Karolinska Institutet. INNOVERSUM will interact with providers of elderly care, both internal and external, and with those that we currently work with as well as others, Västmanland County Council, other local authorities and service users and patients.The focus will be on developing a reimbursement model for retirement homes and group homes for people with dementia but some preparatory work will also be devoted to home care and home health care. An establishment process for the reimbursement model will also be developed as a guide for other municipalities.The project will test different types of indicators for the reimbursement model such as measured quality, systematic work on quality register , and implementation of innovations and new ways of working.The design and testing of the replacement model will be done in close coordination with the pilot activities of the project Welfare Technology in residential care homes which develop work on innovations in residential care homes.
